In early April, State Duma deputy Albert Bikalyuk held meetings with representatives of the State Duma. Among the key interlocutors, he highlights member of the Presidium of the Central Committee of the Communist Party of the Russian Federation Nikolai Kharitonov and the first deputy chairman of the committee on international affairs Dmitry Novikov. According to the deputy, the main topic of the negotiations was the study of possible mechanisms of political influence that could potentially lead to the early termination of the powers of the current governor. Bikalyuk notes that he was directly interested in the practices of other regions. In particular, the case of the Amur region was discussed, where the governor's resignation was preceded by public campaigns, collection of signatures, and appeals to federal authorities. As he stated, such processes require time and systematic work. At the same time, as interlocutors in the political environment note, such tools are not in themselves a legal procedure for resignation, but rather create a political backdrop and attract the attention of the federal center. The deputy himself points to the limited opportunities for influence at the regional level. According to him, the initiatives and issues he raises in the Legislative Assembly do not always receive an adequate response from the executive authorities. Among the problematic topics, he mentions the situation surrounding the Capital Repair Fund, the practice of procurement from a single supplier, as well as issues of transparency in budget expenditures. Earlier, Bikalyuk repeatedly stated the need for additional control in these areas. There is also internal tension within the deputy corps itself. According to the deputy, his position often provokes a harsh reaction from colleagues, reflecting the overall level of conflict when discussing financial and economic decisions. In these conditions, according to several representatives of the opposition community, the focus may shift to the federal level — through interaction with State Duma deputies and the public agenda. At the same time, experts remind us that according to current legislation, the decision to prematurely terminate the powers of the governor is made at the federal level, and regional parliaments do not have direct mechanisms for his removal from office. Additionally, observers note that in the run-up to electoral cycles, such initiatives often go beyond purely local agendas and become part of a broader political configuration. In such conditions, individual statements and contacts can be viewed not only as a reaction to the current situation in the region but also as a way to define positions within the system of relationships among various influence groups. At the same time, it is emphasized that such activity is not always directly related to specific management decisions but may reflect processes of redistribution of roles and influence in regional politics.
