The document makes amendments to Article 14.7 of the Administrative Offenses Code of the Russian Federation ("Consumer Fraud"). The authors of the bill believe that the current fines do not serve their preventive function. The existing sanctions have not been revised since 2014. During this time, inflation has reached 130%, and the real significance of fines, according to the developers, has decreased significantly. The economic benefit from systematic fraud against consumers often outweighs the potential risks of being punished. If the bill is adopted, the amounts of administrative fines will increase tenfold. Currently, under part 1 of Article 14.7 of the Administrative Offenses Code of the Russian Federation, citizens face fines ranging from three to five thousand rubles. For officials, the fines range from ten to thirty thousand rubles. For legal entities, the fines range from twenty to fifty thousand rubles. The authors of the bill propose to raise these amounts. For citizens, the fine will range from thirty to fifty thousand rubles. For officials, it will range from one hundred to three hundred thousand rubles. For legal entities, it will range from two hundred to five hundred thousand rubles. The necessity for changes is confirmed by statistics. According to the Moscow office of Rospotrebnadzor, in 2025, the agency received 98,651 appeals, and 68.3% of them (almost 70 thousand) were related to consumer rights protection, which is 11.4% more than the previous year. Relevant for the Kirov region The problem is equally acute in our region. According to the Kirov region office of Rospotrebnadzor, for the 9 months of 2025, the total number of complaints and appeals received was 4,470. Of this number, 2,675 appeals (59.8%) were related to violations of consumer rights. Moreover, more than half of the complaints (51.7%) pertained to the retail trade sector. Among the most common reasons for complaints are the return of defective goods, including those purchased on marketplaces, as well as the imposition of additional services. Thus, the proposed measures aim to create fairer conditions for honest businesses and strengthen consumer protection. The exact timeline for the consideration of the bill in the State Duma has not yet been announced.
