      The construction of a sports complex in the "World-Class Campus" development zone, costing 1.6 billion rubles, has once again drawn attention to the practice of conducting state procurement in the region.

      As reported by Newsler.ru, the competition involved LLC "Grazhdanremstroy" (GRS) and ARSO. The winner was recognized as the company that did not lower its price by a single ruble, despite the existence of a more advantageous offer.

      How the region's budget savings fell short of the evaluation

      The results of the competition (No. 0340200003326001400) were summarized the day before.

      LLC "Grazhdanremstroy" offered to perform the work at the initial maximum price of 1.621 billion rubles.

      The second participant, ARSO, quoted a price of 1.564 billion rubles.

      Thus, the difference between the proposals amounted to 56.7 million rubles — this is the amount the budget could have saved by choosing the alternative option. Nevertheless, GRS was declared the winner.

      According to the results protocol, this participant's application received 40 points for non-price criteria, while the second participant's application received 0 points, despite the more favorable price offer.

      The final score was 97.82 against 60 points. At the same time, both applications were deemed compliant with the procurement requirements. The reasons for such a significant discrepancy in non-price criteria are not detailed in the published documents.

      Kirov officials wanted to save time and effort by combining the construction of a huge sports complex and the purchase of office equipment into one lot. The antimonopoly service disrupted this scheme: the auction will have to be held again, and the designers are facing fines. After adjustments — without clarity

      Earlier, the procurement procedure had already attracted the attention of the antimonopoly authority, which instructed the customer to make changes to the documentation.

      After that, the deadlines for submitting applications were extended, but the final distribution of points and the selection of the winner again raise questions regarding the transparency of the evaluation criteria.

      Growth in indicators and repeatability of results

      According to open sources (in particular, the Rusprofile service), the financial indicators of LLC "Grazhdanremstroy" have significantly increased: if by the end of 2023 the revenue was about 449 million rubles, then in 2024 it is around 1.4 billion rubles.

      At the same time, the practice of winning without lowering the price is observed in other procurements as well.

      For instance, during the construction of a school for 500 students with a physical education and health complex in Nolyinsk (contract value — 790.1 million rubles), GRS also became the winner, offering to perform the work at the initial price.

      Another participant proposed to reduce the cost to 770.1 million rubles, but the contract was concluded at the maximum price.

      Not only competitions

      As previously reported by Newsler.ru, in some cases, after terminating contracts with other contractors, part of the budget financing was likely redirected in favor of LLC "Grazhdanremstroy" as additional funding for the work.

      Also, in a number of situations, contracts with the company were concluded without competitive procedures — as a single supplier, which is permitted by current legislation under certain conditions.

      Role coincidences

      The situation with the construction of school No. 21 is also indicative, where an educational project involving Sber is planned.

      According to available information, LLC "Grazhdanremstroy" participated in the design of the facility and then became the winner of the procurement for performing work worth 113.5 million rubles.

      Current legislation does not prohibit the participation of companies in procurement that were previously involved in the preparation of project documentation. However, in such cases, questions may arise regarding equal competitive conditions for all participants.

      Questions without answers

      Direct evidence of affiliation between the contractor and government authorities is not presented in open sources.

      At the same time, the combination of factors — victories without price reductions, significant differences in the evaluation of applications, a limited number of participants, and the repeatability of such situations — raises questions among observers and, possibly, certain authorities.

      As a result, the contract was concluded at the maximum price, despite the existence of a more favorable offer. Whether an additional legal assessment of the circumstances surrounding the procurement will be provided is still unknown.

      However, the situation once again raises questions about the transparency of the application of non-price criteria in the distribution of multi-billion contracts, especially when the budget of the Kirov region is bursting at the seams.
