New installment payment rules have come into effect in Russia.
According to the regulator's website, as of April 1 of this year, a law has come into effect that establishes requirements for installment service operators: the service has become free for consumers. The law prohibits setting different prices for a product depending on whether it is purchased using the installment service or not.
As of April 1, 2026, 14 organizations have been included in the registry. They are now under the supervision of the Central Bank.
The regulator notes that the maximum period for which an installment plan can be arranged is six months from April 1, 2026, and four months from April 1, 2028. Information about debts exceeding 50,000 rubles with one installment service operator will be transmitted to credit history bureaus. Thus, banks and microfinance organizations will be able to better assess the level of debt burden of a person applying for a loan or credit.
The amount of fines for late payments on such installments is limited to 20% per annum of the overdue debt amount, which protects people from excessive debt accumulation.
"The regulator allows installment service operators into the financial market and maintains their registry. Materials on the admission procedure have been published on the Bank of Russia's website," the Central Bank of Russia reported.
