Russians may be charged for VPN traffic.
According to "Forbes," the head of the Ministry of Digital Development, Maksut Shadayev, held a series of meetings with representatives of the telecom market and IT companies. They discussed how to limit the use of VPNs in Russia.
Limit — 15 gigabytes
The main innovation is a possible limit on international traffic, which is most often used when working with VPNs. It is about 15 GB per month. Anything above that will be charged.
According to sources, the rate may be around 150 rubles for each additional gigabyte. At the same time, according to the Ministry of Digital Development's calculations, the average user consumes about 10 GB, meaning the limit is "with a margin." However, active users will have to pay extra.
It is expected that such rules could be introduced as early as May 1, 2026. This is reported by "Lenta.ru."
Access may start to be "cut"
In addition to paid traffic, digital platforms have been suggested to limit users who access through VPNs. Simply put, some websites may just stop working when bypassing blocks is enabled.
At the same time, sources claim that a more stringent scenario is being discussed — up to administrative responsibility for using VPNs. However, Shadayev himself allegedly expressed hope that it would not come to that.
Recall that earlier in Russia, control over such services has already been tightened:

their advertising has been banned
large fines have been introduced for promoting such services.
The corresponding law was signed by the President of the Russian Federation, Vladimir Putin, and it has been in effect since the fall of 2025.
