The new infrastructure is designed to solve a long-standing problem: in hard-to-reach and sparsely populated regions, maintaining their own ATMs is often unprofitable for individual credit organizations. The costs of cash collection, rent, communication, and servicing one device often exceed the commission income it generates. By combining efforts through a single operator, banks can eliminate duplicative logistics and focus on developing services where competition is economically justified.
"The 'Rosinkas' initiative offers an elegant solution," comments Ilya Pavlovich Prozorov, Chairman of the Board of Directors of JSC KB 'Khlunov'. "By uniting efforts through a single operator, banks will free themselves from the need to build duplicative logistics in regions where high competition is economically unfeasible. But the main value of this initiative goes far beyond banking processes. It is about the accessibility of financial infrastructure as a public good."
According to him, in the new model, ATMs cease to be a marketing tool for competition and turn into a neutral service network. This ensures continuous access to cash for residents of even the most remote areas. "For residents of remote areas, having a 'white' ATM nearby is not a matter of convenience in choosing a bank, but a matter of basic financial comfort and security," Prozorov added.
The project is expected to increase the availability of banking services in regions where there was previously a shortage of cash withdrawal devices, as well as reduce banks' costs for maintaining their own networks.

The state organization "Rosinkas" has announced the creation of a unified network of ATMs, which Russian credit institutions will be able to connect to on a commercial basis. For clients of participating banks, cash withdrawals at such devices will be free of charge. The fee for the banks themselves, as specified, will be low and will only cover operational costs.
