Deputies restrict access to "laughing gas"
According to the website of the State Duma of the Russian Federation, amendments are proposed to be made to the Federal Law "On Information, Information Technologies and Information Protection." It is suggested to classify information about the use of nitrous oxide not for its intended purposes—production of food products and food goods, medical, industrial, or technical applications—as information whose distribution is prohibited in Russia. Websites that disseminate such information will be blocked without a court decision. Resources that promote the use of nitrous oxide not for industrial, technical, or medical purposes will be subject to expedited blocking. The Chairman of the State Duma, Vyacheslav Volodin, noted that the legislation already allows for the blocking of websites selling it for non-intended use by court decision. However, making a decision takes time. Meanwhile, identified resources continue to offer the dangerous substance, which poses a threat to life. "Extrajudicial blocking will allow for quicker responses to such resources, reduce the illegal circulation of nitrous oxide, and protect the health of citizens," Volodin noted.

The State Duma has adopted in the first reading a bill establishing an extrajudicial procedure for restricting access to websites containing information about the non-targeted distribution of nitrous oxide.
