A mandatory quota is being prepared for businesses in the Kirov region.

      Olga Ryseva presented the report. According to her, the bill is aimed at expanding social support measures and the adaptation of military personnel returning to civilian life. It is proposed to establish a quota for employers with an average staff of more than 100 people — at a rate of 1% of the workforce. Enterprises will have to calculate this independently on a quarterly basis. The quota will be considered fulfilled upon signing an employment contract with a participant of the special military operation (SMO). Moreover, if such employees are already working in the organization, they will also be counted. It is expected that more than 400 enterprises will fall under the law, and employment opportunities will arise for approximately 1,100 people who have already returned from the SMO zone. It was specifically noted that employment agencies will assist employers in selecting candidates in collaboration with the branch of the Defender of the Fatherland Fund. The mechanism for implementing the quota is planned to be formalized by a separate government resolution of the region. Notably, administrative responsibility will be provided for failure to fulfill the quota obligation. During the discussion, deputies raised questions. In particular, it was asked why the indicator of 1% was chosen, rather than another quota model used in other regions. First Deputy Prime Minister Dmitry Kurdyumov explained that this approach was developed taking into account the experience of other entities and consultations with employers. Deputies also pointed out the need to more clearly define the procedure for fulfilling the quota to avoid ambiguous interpretations, including in situations where quotas for the employment of disabled people are already in place in organizations. The issue of the specifics of certain teams, where workers of one gender predominate, was also raised. A deputy asked: “Participants of the SMO are mostly men. What if the team consists only of women? Will we also penalize such enterprises? Or will we be raising the demographics this way?” To which Kurdyumov replied: “The question is understood, we will work on it.” Laughter was heard in the office afterward. The prosecutor's office emphasized that similar measures are already being implemented in more than 30 regions of the country and have proven effective. Following the discussion, the bill was unanimously supported by the committee, but it was decided to refine it for the second reading.
