Debtors are being mass barred from leaving the country.
By the beginning of 2026, border guards had approximately 8.9 million rulings on temporary travel restrictions. This is 1.4 times more than the previous year and the highest level since 2019. As noted by RBC, the increase followed a decline in previous years. Already in 2025, the number of restrictions began to rise rapidly. The bans apply to citizens with debts: over 10,000 rubles for alimony, compensation for harm to health, and moral damages, and over 30,000 rubles for other financial obligations. The Federal Bailiff Service emphasized that such measures encourage debtors to actively repay their debts.
