Key innovations include the creation of a special list of strategically important assets that are not subject to privatization. This list may include healthcare, education, culture, sports institutions, communal infrastructure, and energy facilities.
The bill also establishes that decisions on the alienation of property can only be made with valid justifications and after a comprehensive examination. For particularly significant assets, a mandatory referendum mechanism is proposed.

An annual report from the government on the application of alternative forms of property management.
Strict control over the preservation of the socio-economic purpose of the assets.
