In Vyatskiye Polyany, a 15-year-old girl fell into a ditch — the prosecutor's office filed a lawsuit.
As established by the prosecutor's office, a stretch of road was not adequately lit — the existing permanent street lighting there proved insufficient to ensure safety. The violations were confirmed after officials from the supervisory authority visited the site and measurements taken by the State Traffic Inspectorate: the illuminance level was eight times below GOST requirements.
Activists from the regional branch of the People's Front also drew attention to the situation and sent a complaint to the prosecutor's office.
Following the inspection, the prosecutor submitted a representation to the head of the city administration. The head of the administration's relevant department was subjected to disciplinary action. In addition, based on the prosecutor's materials, traffic police inspectors initiated an administrative case under Article 12.34 of the Code of Administrative Offences of the Russian Federation — for failure to comply with safety requirements in road maintenance. The materials have been forwarded to court.
The mayor's office said that tender procedures are currently underway to install additional street lighting on the problematic stretch. At the same time, the prosecutor, acting in the interests of a minor, filed a lawsuit seeking compensation for non-pecuniary (moral) damage from the administration. The case is being monitored by the supervisory authority.
