Pensioners may start to be automatically granted benefits for major repairs.
Currently pensioners are entitled to compensation for contributions toward capital repairs, but to obtain it they must apply in person to social protection authorities and assemble a package of documents. Deputies note that in practice this becomes a serious obstacle for elderly people: they have to provide a passport, a certificate of household composition, a copy of their employment record book, receipts, bank details and other papers. If a person fails to submit an application on time, they effectively remain without the support due.
In this connection parliamentarians have proposed introducing a mechanism for the automatic provision of the benefit — without collecting certificates or the pensioner having to apply in person. It is envisaged that the necessary data will be transmitted electronically between agencies, Rossiyskaya Gazeta reports.
It is noted that such an approach already operates in a number of regions. In particular, in the Moscow Region the process of awarding compensation has been digitized: a pensioner does not need to visit agencies, and a pre-filled application appears in their personal account on the Gosuslugi portal.
According to the initiative’s authors, rolling out this mechanism across the country will reduce the administrative burden on pensioners and simplify access to the benefits provided by law.
