Fines for violating the rules for transporting children have been doubled.
The Federal branch of the State Traffic Inspectorate reported that, as of January 9, the provisions of Federal Law No. 525‑FZ of December 29, 2025, which strengthen liability for violations of safety rules in the transportation of children, came into force. According to the amendments to Part 3 of Article 12.23 of the Code of Administrative Offenses of the Russian Federation, fines for offenders have been increased: for drivers — from 3,000 to 5,000 rubles; for officials — from 25,000 to 50,000 rubles; for legal entities — from 100,000 to 200,000 rubles. It is noted that persons carrying out transportation without registering as a legal entity will be held liable as legal entities. In addition, self‑employed individuals using the professional income tax regime, when violating the rules for transporting children in the course of taxi work, are held liable as officials. The State Traffic Inspectorate emphasized that the aim of the changes is to increase the safety of children on the roads and to encourage strict compliance with transportation rules.
