The criminal case against Nurgaleev's right-hand man has been sent to court.
According to the official statement, Saitov — an aide to Legislative Assembly deputy Ravil Nurgaleev (owner of the Molot Oruzhie LLC factory) and the former mayor of Sosnovka — has been indicted on charges of "an official performing actions clearly beyond his authority and resulting in a substantial violation of the rights and lawful interests of citizens with grievous consequences" (Article 286, Part 3, point "v" of the Criminal Code of the Russian Federation).
Beyond his role as Nurgaleev’s parliamentary aide, Nail Gabdulfatovich has become widely — even at the federal level — known as the architect of the most notorious "garbage house" built in the settlement of Sosnovka. It took almost ten years to initiate and complete the criminal case regarding the erection of a house for resettlers "from shit, sticks and grave dust."
As a source in the authorities explained last October, when the 18 volumes of Saitov’s criminal case were transferred to the prosecutor’s office for approval of the indictment, thanks to a possible symbiosis between the district leadership and the law-enforcement agencies of Vyatskiye Polyany, Nail Gabdulfatovich would still have been listed among the "untouchables" if not for the head of the Investigative Committee of the Russian Federation, Alexander Bastrykin. The head of the IC RF, it is said, virtually compelled his "Kirov subordinates" to initiate and carry Saitov’s criminal case to its logical conclusion.
Possibly so as not to anger Alexander Ivanovich with another reminder, forces from the regional Directorate were thrown into the investigation, who, unlike the district Investigative Committee officers, the people of Sosnovka say, "dug like beasts." Especially after last year the prosecutor's office proved that the house, commissioned in 2018, was built from used materials. It was then that Andrei Vinogradov (former head of the Kirov Investigative Committee) brought investigator Dmitry Limonov from the Regional Directorate to Sosnovka.
"Oh, Dmitry Sergeyevich unearthed a lot here — so much it takes your breath away. Well, now we wait to see what sentence 'our tsar' will be given... We only think that the district court may treat Saitov with tenderness and care. But we would like him to be judged personally by Igor Krasnov (Chairman of the Supreme Court of the Russian Federation) with the participation of Dmitry Medvedev (Chairman of the All-Russian political party United Russia and Deputy Chairman of the Security Council of the Russian Federation), who would see before them not just a possible 'run-of-the-mill crook' but a person who by his actions undermined the authority of the party and the state," one resident of Sosnovka said.
Recall, as Newsler.ru previously reported, a Vyatskiye Polyany orphan appealed to Alexander Bastrykin with a complaint about violations of housing rights, writing that in the dwelling provided to her cracks had formed in the walls, the upper floors flood during precipitation, and the temperature regime does not meet the norm.
But despite the complaints — not only from that woman, who moved out of the apartment fearing for her child's life, but also dozens of complaints from other residents — the developer not only failed to remedy the defects but proposed that repairs to the heating system and the building as a whole be carried out at... the residents’ expense.
Initially Bastrykin took the "garbage house" case under his personal control, and this April he requested a report "on the violation of the rights of residents of the apartment building" at Sovetskaya 77. This significantly accelerated the nearly decade-long "local investigation," if counted from the first complaints by Sosnovka residents, dated as far back as 2016. Even then the local population actively reported that Saitov was building a house for resettlers "from second-hand [materials]":
"Century-old rotten floor slabs were brought from the demolition site of a woodworking plant more than a hundred years old. Foam blocks, unsuitable for residential buildings, burst like balloons already before or at the moment of wall construction, and they completely forgot to do the screed. Windows wouldn't open, and their metal parts flew off during installation. Instead of a floor they laid foam plastic and poured something resembling cement over it. Local grandmothers spat, crossed themselves and spoke of a curse when earth from the cemetery began to be brought to the construction site," recall the residents of Sosnovka.
As the source in the authorities explained, among the victims in the criminal case is also the head of the Sosnovka administration, Nikita Gorelov. The amount of damage caused to Sosnovka is estimated at nearly 50 million rubles. The residents of the building are also victims, so the total amount comes to almost 80 million. Incidentally, according to those involved in the investigation, 55-year-old Nail Saitov could face six to seven years in a strict-regime penal colony.
At the same time, Saitov continues to remain chairman of the Sosnovka City Duma, which, with a high degree of probability, suggests that his seemingly secure "cover" may be confident of him receiving an acquittal.

In mid-December the regional prosecutor’s office notified the victims that the criminal case against Nail Saitov had been transferred to the Vyatskopolyansky District Court for consideration on the merits.
