Gosstroynadzor commented on the situation with families abandoned by the contractor.

      The State Construction Supervision Authority (Gosstroynadzor) emphasized that this concerns not shared-equity construction but contracts for individual houses that families signed directly with the contractor. Therefore the provisions of Law No. 214‑FZ, which regulate the protection of shared‑equity investors and the operation of escrow accounts, do not apply to these citizens — even though many families took out mortgages and expected a similar level of protection. The agency added that Kirov residents encountered fraudsters and can now protect their rights only in court.

      Recall that we previously wrote that more than 10 families had taken out family mortgages before March 2025 and signed contracts with contractor sole proprietor Laptev, whom banks among the “accredited” ones had recommended to them.
