The prosecutor's office found violations after a teenager was beaten in Kirov.
The Prosecutor’s Office of the Oktyabrsky District of Kirov conducted an inspection of compliance with legislation on the protection of the life and health of minors after a group of teenagers in the city beat a 16‑year‑old boy. One of the participants recorded the incident on his phone. The video provoked a wide public outcry. Investigators of the Investigative Committee opened a criminal case under Article 213 of the Criminal Code of the Russian Federation (hooliganism).
In examining the causes and circumstances of the incident, the prosecutor’s office reviewed juvenile crime statistics, checked the investigator’s actions and established that certain officials of the prevention authorities had not carried out proper educational work with adolescents who are on preventive supervision — including the participants in the conflict.
Following the inspection, the prosecutor made formal representations to the heads of School No. 4 and School No. 18, as well as to the director of the Kirov Art‑Technology Lyceum. They are to remedy violations of legislation concerning the protection of minors’ life and health.
The prosecutor’s office continues to monitor the results of the procedural review of the Ministry of Internal Affairs investigators under Article 115 of the Criminal Code (intentional infliction of minor bodily harm) and Article 119 (threat of murder or causing grievous bodily harm). Supervision of the lawfulness of investigators’ decisions and work to coordinate prevention‑system bodies in the region will continue.
