      The Kirov Region Department of Mass Communications posted two draft contracts on the state procurement portal for the creation and broadcast of news segments about the activities of the regional authorities. The cost of each contract is 4,941,599.76 rubles, and the total amount is almost 9.9 million rubles.

      According to the documents, contractors will be required to shoot and publish news materials on regional TV channels, covering the work of government bodies and "socially significant events in the life of the region." The projects are scheduled for the period from January 1 to December 25, 2026.

      The procurement description specifies that over the year the contractors will produce 144 television segments, each two minutes long. All clips will be broadcast in the evening prime time — from 19:00 to 22:00 — on channels broadcasting to Kirov and the Kirov Region. In addition, the segments must also be posted on the channel's social media accounts.

      Before airing, each piece must be approved by the customer, and the contractor is prohibited from using the filmed content without the Department's permission. If necessary, film crews will travel to the region's districts.

      Contractors are required to strictly comply with federal laws on the media, advertising, and the protection of children from harmful information. The performers must provide a report on the work done in the form of a video archive and broadcast reports. Payment will be made from the regional budget. The evaluation of the completed work is planned to be carried out by the Department of Mass Communications itself.
