      Recently in Rudnichny a local resident turned to the territorial department of the administration of the Verkhnekamsky district. He asked that a housing and utilities facility be put in order. However, the officials shrugged him off with a perfunctory reply stating that it was impossible to identify the owner of the premises where the unsafe structure was located. They ignored the arguments presented in the appeal. Soon after, the prosecutor’s office conducted an inspection and uncovered violations. It brought a case against the head of the territorial department of the administration under Article 5.59 of the Code of Administrative Offenses of the Russian Federation (violation of the procedure for considering citizens’ appeals). He was fined 5,000 rubles. After that the violations were remedied — the facility was put in order, and the local resident was sent a proper response.
