Assistant to regional assembly deputy Ravil Nurgaliyev — Nail Saitov, the builder of the most notorious "garbage house" in Sosnovka, faces up to 10 years in prison on a charge of "exceeding official powers committed with causing grave consequences" (Article 286 part 3 of the Criminal Code of the Russian Federation).
According to a source in the authorities, one would bow deeply to Bastrykin (head of the Investigative Committee of Russia), who virtually forced the "Kirov subordinates" to open and bring to a logical conclusion the criminal case of the Vyatskiye Polyany "political star."
As Newsler.ru previously reported, an orphan filed a complaint with Alexander Bastrykin about a violation of housing rights, writing that the walls in the dwelling provided to her had developed cracks, that during precipitation the upper floors were flooded, and that the temperature regime did not meet standards. But despite the complaints, the developer not only failed to remedy the defects, residents were even offered to carry out repairs to the heating system and the building as a whole at their own expense.
At first Alexander Ivanovich took the "garbage house" case under his personal control, and this April he requested a report "on the violation of the rights of residents of the apartment building" at 77 Sovetskaya in the city of Sosnovka. By doing so he "significantly accelerated" the process of the almost decade-long "investigation," since the first complaints from Sosnovka residents began to be received by the authorities back in 2016. Even then the local population was actively reporting that Saitov was building a house for resettlers "out of recycled materials."
As a Sosnovka resident specified, the century-old, already rotting, floor slabs were brought from the demolition site of a wood-processing plant:
"The foam blocks, unsuitable for residential buildings, cracked like balloons already before or during the construction of the walls, and they forgot to do the screed altogether. The windows would not open, and their metal parts flew off during installation. Instead of a floor they laid polystyrene foam and poured something resembling cement over it. The old women spat, crossed themselves and spoke of a curse when, as they said, earth from the cemetery began to be brought to the construction site."
By the way, only in 2024, when the prosecutor's office proved that the house, commissioned in 2018, was built from used materials, did Andrey Vinogradov (the former head of the Kirov Investigative Committee) personally bring to Sosnovka an investigator from the Regional Directorate, Dmitry Limonov:
"Oh, Dmitry Sergeyevich dug up a lot here. All sorts of things that take your breath away. Well, now we're waiting to see what sentence 'will be handed down to our tsar'... We just think that our court will be especially attentive, gentle and caring toward Nail Gabdulfatovich. And we wouldn't mind if Saitov were tried personally by Igor Krasnov (Chairman of the Supreme Court of Russia). Well, so that everything would be fair."
As a source in the authorities explained, the head of the Sosnovka administration, Nikita Gorelov, has been recognized as a victim in the criminal case. The damage caused to Sosnovka is estimated at almost 50 million rubles. The residents of the building are also recognized as victims, so the total amount is nearly 80 million. By the way, according to those involved in the investigation, Nail Saitov may face six to seven years in a "strict regime" penal colony.
