Sokolov ordered not to sign KRT contracts for the development of the city center for now.

      First Deputy Chairman of the Government Alexey Zherdev spoke about the comprehensive development of territories. According to him, to date 44 such agreements have been signed in the region. The total area designated for development is over 325 hectares. The total amount of housing to be built there is 2.6 million square meters. The volume of investment is over 116 billion rubles.

      Zherdev added that this year the implementation of the largest KRT project — in the south of Kirov — began. The total amount of housing will be 1.04 million square meters, the total area — 192 hectares. Three agreements have been signed. The first is with the company Kirovspetsmontazh, area — 31.6 hectares, housing — 331,000 square meters. The second is with Zhelezno, area — 26 hectares, housing — 285,000 square meters. The third is with Kirovsky SSK, area — 53 hectares, housing — 428,000 square meters. A tender will soon be held to select the fourth and final developer; it will receive an area of 73 hectares and will be required to build 434,000 square meters of housing. Construction will be carried out in two stages, each lasting 1.5–2 years. At the same time, the design work for the construction of Lipatnikov Avenue is underway; it is expected to be completed by December 10, 2026.

      After listening to the speaker, Governor Alexander Sokolov recalled an instance when a KRT agreement was signed in the center of Kirov that provoked public discontent. He asked the administration, "to avoid such excesses," to refrain from making decisions to issue KRT permits in the city center "to anyone" until the new KRT regulation is adopted. "This is a serious matter," Sokolov added. "Please don't fool around!"
