06 November 2025 18:34 Economics Representatives of three Nizhny Novgorod companies took part in the Dubai International Content Market, which was held from 4 to 5 November 2025 in Dubai. Support in organizing and fitting out the booth was provided by the regional Export Support Center (ESC) in line with the aims and objectives of the national project “International Cooperation and Export.” The Center covered the costs of the fit-out and staffing of the collective booth, the rental of necessary equipment and furniture, and the payment of registration fees for representatives of SMEs. Support for the participation of Nizhny Novgorod organizations in this particular exhibition was organized by the regional ESC for the first time. “We regularly organize the participation of Nizhny Novgorod companies in major international events. At the exhibition in Dubai, representatives of the media industry showcased their developments in the field of entertainment content. For regional companies this is an excellent opportunity to show their product to foreign colleagues and exchange knowledge,” said Maxim Cherkasov, Minister of Industry, Trade and Entrepreneurship of the Nizhny Novgorod Region. Since the beginning of 2025, experts from the regional Export Support Center have organized the participation of Nizhny Novgorod companies in eight exhibitions: Ruplastica 2025, Prodexpo 2025, Russia Halal Expo 2025, Belagro 2025, KazBuild 2025, Innoprom.Belarus 2025, InRussia 2025, and MiningMetals 2025. Recall that in 2024, as a result of trade fair events in which Nizhny Novgorod enterprises took part using state support measures, 62 companies concluded export contracts totaling $11.4 million with companies from Belarus, Kazakhstan, Kyrgyzstan, Sudan, Iran, Saudi Arabia, Mongolia, Kuwait and the UAE. These contracts envisage the export of food products, medical equipment, construction materials, auto components and other goods. The national project “International Cooperation and Export,” initiated by Russian President Vladimir Putin, is being implemented in the Nizhny Novgorod Region by the regional Ministry of Industry, Trade and Entrepreneurship. The national project includes three federal projects: “Industrial Export,” “Export of Agricultural Products,” and “Systemic Measures for the Development of International Cooperation and Export.” For reference, information about all business support measures at the federal and regional levels can be found at the “My Business” center (мойбизнес52.рф), which operates within the federal project “Small and Medium Entrepreneurship” of the national project “Efficient and Competitive Economy.” The center also operates the “My Business” hotline where all necessary information can be obtained. Today the Verkhoshizhemskaya post is not operating on the schedule followed by all Russian Post branches — from 10 a.m. to 9 p.m. without a lunch break or days off — but only on Tuesdays and Thursdays from 10:00 to 13:00.
The defendant in the lawsuit is the administration of the Verkhoshizhemsky District, which, according to the plaintiff, left the population without a socially significant facility. And, as the complainant — lawyer Tatyana Bazhina — explained, there are also grievances against the local prosecutor’s office, which did not file a complaint in court about the blatant violation of the Federal Law on Protection of Consumer Rights. That law stipulates the mandatory presence of a post office in municipal formations — at the rate of one per every 300 inhabitants — which until recently regularly and punctually received and sent registered and ordinary letters, business correspondence (which is especially important for sole proprietors), parcels, including from marketplaces, and subscription periodicals.
The lawyer said that on Tuesday, October 28, a large padlock appeared on the post office door and a notice announcing a change in the hours of operation. As they explained in Sovetsk, all the employees quit, there is no one to work, but at first — purely out of enthusiasm — a specialist will come for a couple of hours. And in the longer term, perhaps in a month, the branch may be closed altogether:
“The response from the regional government, to which I complained, was more mocking than constructive: they said, what is there to be outraged about if everything — everything — is delivered on time and ‘according to the street schedule.’ Where did such confidence come from, if my parents are subscribed to 15 periodicals: not counting magazines, they used to receive two daily Komsomol papers (Moskovsky Komsomolets and Komsomolskaya Pravda), the weekly Reporter and Kirpravda, as well as the local paper Verkhovye Shizhmy. From all this periodical press we received nothing. True, we managed to pick up the local publication at the editorial office, which gave us a copy from its reserves. We didn’t get the rest, and after all this is not only the lack of regional and federal news but also our considerable money... But nobody cares about that.”
By the way, Bazhina explained, the regional leadership didn’t even remember that about a third of the three-thousand-strong population of Verkhoshizhemye still receive their pensions at home the old way: these are pensioners who haven’t opened bank cards, and bedridden patients — their money was brought by postmen, who are now absent in the settlement. That is, about a thousand people could be left in November even without their “meager pensions and benefits”... And if the process of restoring the working hours of the Verkhoshizhemskaya post and the delivery services is delayed, there is a real risk of leaving the elderly without means of subsistence until the New Year.
“I will insist on compensation for moral damages, because due to the fault of Russian Post I almost lost a court case. Thus, on Friday, October 31, I urgently needed to send copies of the appeals — it was the last day to file documents, but apart from the padlock on the post office door no one was waiting for me until Tuesday. I had to explain to the court the reason for the ‘missed deadlines’ and file a motion, and that was a significant loss of time and nerves,” Tatyana explains one of the reasons for her demand.

On November 1, a complaint was filed with the Sovetsky District Court concerning a change to the operating schedule of post office No. 613310 in the urban-type settlement of Verkhoshizhemye, demanding that the local Office of the Federal Postal Service's schedule change be declared unlawful and that compensation be paid for the moral damage caused.
