The initiative, backed by all factions, envisages introducing penalties up to and including life imprisonment for organizers of criminal communities.

The report said that the authorities plan to allocate additional funds to the following areas:
social support — 64.1 million rubles (including about 45 million rubles for free meals for children and about 20 million rubles for free travel for some Kirov residents);
maintenance of new educational institution buildings — about 31 million rubles;
repairs in kindergartens — 4.2 million rubles (repair of equipment and equipping kitchen facilities in 18 kindergartens — about 840 thousand rubles);
other expenses to support the activities of educational institutions — 1.7 million rubles;
development of physical education and sports — more than 3 million rubles (rental of a ski slope and sports equipment for Sports School No. 3 — 1.7 million rubles);
road fund — 134.7 million rubles;
improvement of the city's public areas — 63.8 million rubles;
repair of municipal housing — 6.8 million rubles;
assistance to the motor transport enterprise (ATP) with leasing payments for new buses — 34.7 million rubles (to be provided from funds freed up after the write-off of part of the debt on budget loans);
operation of municipal institutions — about 2 million rubles.
The speaker also noted that the amount of Kirov's budget loans totals 1,060 billion rubles. They plan to repay it in 2025–2029.
