In Kirov, people from Latin America involved in drug trafficking were detained.

      According to the police, nationals of one of the Latin American countries arrived in Russia in the spring of 2025. At first one of them began distributing mephedrone via "dead drops" in Volgograd, then returned to Moscow and, together with compatriots, continued the criminal activity. In August the foreign nationals arrived in Kirov, where they rented an apartment in the city's southwest district and were packaging the drugs. It was there that their activities were halted by operatives.

      Law enforcement established the suspects' involvement in receiving three consignments of mephedrone with a total weight of almost 800 grams. A criminal case has been opened against one of the detainees under Part 4 of Article 228.1 of the Criminal Code of the Russian Federation ("Sale of narcotic drugs on a large scale"). An investigation is underway, and the roles of the other participants are being determined.

      In addition, it emerged that the foreign nationals had been evading departure from the territory of Russia. They have been held administratively liable for this, and the question of bringing a criminal case under Article 322.1 of the Criminal Code of the Russian Federation ("Organization of illegal migration") is also being considered.
