
The government is introducing rules to limit fee-paying places at universities.
The government has prepared a draft of new rules that will determine the maximum number of paid places in Russian universities. The only exceptions will be educational institutions subordinate to the security forces, writes kommersant.ru.
The restrictions will not apply to all fields but only to certain specialties. Their list and the methodology for allocation will be prepared separately. It is planned that the number of paid places will be determined by an interdepartmental working group that will begin work at the Ministry of Science and Higher Education by November.
After discussions with universities and the submission of proposals, final limits will be set by the end of the year. Authorities note that the aim of the new rules is to ensure balanced training of personnel for the economy and the social sphere.
Previously, universities independently determined the number of paid places. However, in May amendments to the Law "On Education" were adopted that give the government the right to regulate this process.
