
The State Duma is discussing the idea of introducing a tax on overseas tours.
A new tax may be introduced in Russia for tour operators selling vouchers abroad. This was announced by Sangadji Tarbaev, chairman of the State Duma Committee on Tourism. According to him, such a fee would help support domestic tourism.
It involves a fixed additional payment of 200–300 rubles for each voucher. These funds could be directed toward developing the country's tourist infrastructure—up to 7 billion rubles per year. The tax itself is intended to target legal entities—tourist companies—not tourists.
The deputy noted that, primarily, the additional funds could be allocated to support environmentally vulnerable regions—Baikal, Altai, and Karelia. However, he stressed that such a fee should only be introduced after assessing all economic risks.
