Individual work with the teenager who killed the child is insufficient.

      The Kirovo-Chepetsky City Prosecutor's Office conducted an inspection of the work of authorities responsible for the prevention of neglect and juvenile offenses after the murder of a 10-year-old child, whose body was discovered on June 21, 2025, in a forest near Prosnitsa station. A 14-year-old minor is suspected of committing the crime. Investigators classify his actions under paragraph "v" of part 2 of Article 105 of the Criminal Code of the Russian Federation (murder of a minor).

      As established by the prosecutor's office, the minor had previously attracted the attention of preventive authorities: he repeatedly ran away from home, used smoking devices, displayed aggression, and had academic difficulties. In January 2024, he was placed on preventive registration, but the individual work with him, according to the supervisory authority, was conducted formally and was insufficiently effective.

      Descriptions of the minor noted hostility towards peers, a need for psychological and medical assistance, and the necessity of individual education. Despite this, measures aimed at correcting his behavior proved unsuccessful.

      As a result of the inspection, the city prosecutor filed petitions with the heads of municipal authorities, the police, and the educational organization. He demanded the strict disciplinary responsibility of officials who committed violations in preventive work.

      The consideration of prosecutorial responses and the course of the criminal investigation are under special control of the Kirov Region Prosecutor's Office.
