The Accounts Chamber of the Russian Federation proposed to punish the regions for non-fulfillment of the infrastructure project plan

      According to the Accounts Chamber of the Russian Federation, an audit conducted in seven regions of Russia showed that four of them did not reach the planned targets for infrastructure projects, for the implementation of which the regions received loans from the federal budget for infrastructure development.

      The ministry noted that in 2022-2023 and the first half of 2024, the executive authorities of the regions inspected by the Chamber received loans from the federal budget for infrastructure development totaling 56.7 billion rubles. "Of these, 39.5 billion rubles were infrastructure budget loans and 10.5 billion rubles were special treasury loans. As it was established during the audit, the bulk of the funds received were directed by the regions to the implementation of infrastructure projects in the fields of housing and communal services and road infrastructure. At the end of the period under review, the unused balance of loans provided amounted to 2.9 billion rubles (7.3%) and 2.7 billion rubles (26.1%), respectively," the Accounts Chamber of the Russian Federation reported.

      According to Alexey Laptev, Director of the Financial Markets and Public Debt Audit Department, four of the seven regions tested did not reach the planned targets for the implementation of infrastructure projects in 2022-2023. Basically, the planned values were not achieved in the field of housing construction and the volume of extra-budgetary sources of financing.

      The audit showed that in all the regions inspected by the Chamber, the deadlines and the cost of projects were not met. "In general, in all the tested regions, the cost of projects increased by 13.2 billion rubles, or by 32.8%. Postponement was noted for about 60% of events, of which 18% were for more than a year," the Accounts Chamber of the Russian Federation notes.

      To avoid this in the future, the Accounting Chamber proposed to consolidate responsibility for failure to achieve targets in regulatory documents.
