      I would like to emphasize that the deputies do not hide the fact that on the eve of the vote, the Head of the administration of the Vostochny Urban Settlement, Vladimir Korepanov, put pressure on them to make a positive decision.

      According to the Russian Constitution, the executive and legislative branches are separate. And the interference of a representative of the executive branch (represented by Korepanov) in the activities of the legislative branch (represented by deputies) is a gross violation of federal legislation and constitutional norms.

      According to my information, outright false information was voiced by the Head of the Korepanov administration. In particular, the deputies present at the Duma meeting argued for the need to make a decision by the presence of a corresponding order from the governor, the expiration of the contract from the previous tenant and the lack of a license for this type of activity, therefore, by a majority of votes, the deputies voted for the transfer.

      In fact, no license is required for the operation of electric networks and the provision of services for the transmission of electric energy in accordance with the law, the term of the current lease agreement has not ended, since the tenant announced its extension in accordance with the established procedure, and Decree of the Governor of the Kirov Region dated 04.09.2024 No. 127 "On the backbone Network Organization" only defines the status of PJSCIDGC of Centre and Volga Region" as a backbone network organization, but does not contain any provisions on the transfer of any property to its use.

      Once again, I would like to emphasize that the above circumstances were known to Vladimir Korepanov, head of the Vostochny Urban Settlement Defense Ministry, and were deliberately not brought to the attention of the deputies.

      In my opinion, the stated facts certainly indicate the irrational use of municipal property by Vladimir Korepanov, Head of the administration of the Vostochny Urban Settlement Municipality, and unjustified expenditure of budgetary funds.

      In connection with this egregious and scandalous situation, I asked for help from Georgy Petrovich Kamnev, Deputy Chairman of the State Duma Committee on Control.

      It was decided to send official requests from the State Duma Control Committee to the Prosecutor General's Office and the Investigative Committee of Russia for signs of corruption and abuse of office in Korepanov's actions.
